Heeelp!! I hate this!! Stupid Windows Vista!!?
Its probably because the laptop has a higher resolution screen. The icons will still be the same size in pixels, its just that the laptop has lots more pixels on the screen than the old one, so things look bit smaller. You can adjust the resolution to something smaller in the Display Settings, however, text and images on your screen may look "blurry" and not very crisp. I recommend you leave the resolution at its default for best viewing quality. 15" widescreen laptops usually have 1280x800 resolution or maybe 1440x900. Larger screens like 17" widescreen may be up to 1680x1050 or even 1920x1200. Best quality is always whatever the native resolution is, you will get used to it and probably come to like it eventually. Web browsers and MS office apps you can zoom simply by holding the Control button and scrolling the wheel on your mouse.
