I Really Want To Ask That Could I Make New Account On My Same Residential Address(I Live In An Apartment,but other Payee Name.Will It Create Problems.
And I Have Received My Pin Code Yesterday On The Address Which I Want To Be On My New Account.The Pin Code I received Is Of that Account Which Had Been Disable Last Month.

NO -- once kicked out from Adsense especially if it is through fraudulent clicks, you cannot reapply again. You are banned for life

Especially if they can easily detect that there are similarities to a banned account -- that is, same address. Even if different person.

I suggest you consider some other ad agencies. Forget about Adsense.

Was it disabled because you quit using it or were you actually "banned? If you were banned then chances are you're wasting your time by trying to sign up for a new account. Try contacting Google and maybe you can explain why you shouldn't have been banned.

Just use another address to create you new account. That will helpfull for you to create a new account in google adsense.

You can try submitting for Adsense once again. One friend of my mine was been banned. However, he was accepted again.

As far as I know, if you get banned from adsense, you won't be able to register for a new account unless you use a different name. I have some friends who got banned in adsense and just tried using adbrite or bidvertiser for an alternative.
