How do I find webmasters to trade quality links with?

I have been building links on my own for about 9 months now. My sites rank fairly well in the SERPs for certain terms and they do show PR2-PR4 on the Google Toolbar.

All the major webmaster forums seem full or scammers and spammers, so I am reluctant to reach out there for contacts.

Until I do get around to attending industry events, what are some other ways to find willing webmasters to trade some links with?

you could try politely contacting webmasters on similar niches to your own. Tell them what a great site they have and how it would benefit you both to do a mutual link exchange. When you approach people the right way you'll be surprised from the results
